Wegmans-Anchored Project Moves Toward Construction
Owings Mills, Md. (February 24, 2014) — Greenberg Gibbons and Vanguard announced that the Baltimore County Board of Appeals upheld the Administrative Law Judge’s decision to approve the site development plan for Foundry Row, a $140 million, 50-acre development in Owings Mills. In reaching this decision, the Board also rejected all of the neighboring developers’ opposition claims.
With this approval, Greenberg Gibbons and Vanguard will move forward in submitting their application for permits, which will allow for construction of the mixed-use development to begin on schedule this year.

Foundry Row will be anchored by a state-of-the-art, 130,000-square-foot Wegmans grocery store, which has been a highly anticipated addition to the Owings Mills community. The construction phase of Foundry Row will support 2,300 full- and part- time jobs in Baltimore County and $264 million in sales of goods and services from county businesses. Once completed, Foundry Row will permanently support nearly 3,100 jobs. Annual fiscal benefits from the completed Foundry Row for Baltimore County are estimated at $4.8 million. The state of Maryland is expected to receive $8.2 million annually in tax receipts as a result of the project’s operations at full build-out.
